Brown the ground beef in a skillet over medium-high heat. Season the beef with kosher salt and pepper. When the beef is browned, add garlic, onions, chili powder, and taco seasoning. Blend and allow it to cook for 1-2 minutes.
Add Rotel, ½ cup of the cilantro, and refried black beans and stir well to blend the ingredients.
Top with fresh lime juice.
Simmer on low for 5 minutes.
Spray a large baking pan with cooking spray.
Spread the tortillas in the pan and load with the ground beef mixture. Use a small amount of enchilada sauce to close each tortilla.
Top with the remaining enchilada sauce and cheese.
Cover the pan with foil and bake for 20-25 minutes.
